Abstract
This investigation addresses the complex ethical dilemmas within the United Arab Emirates' oil and gas procurement by analyzing the intersection of organizational culture, legal frameworks, and technological advancements. The study examines the prevalence of unethical practices, including but not limited to favoritism, bribery, and conflicts of interest, and evaluates the impact of confidentiality, employee compensation, cultural diversity, and governmental regulations on ethical conduct. By employing a qualitative research design, the findings reveal that while external regulatory mandates are indispensable, cultivating an internal ethical climate, effective leadership, and targeted employee training are equally vital. Furthermore, this research highlights the potential role of Artificial Intelligence, blockchain, and the Internet of Things in enhancing procurement transparency and accountability. These insights are intended to inform policymakers, organizational leaders, and future scholarly endeavors to focus on advancing ethical procurement approaches, particularly in a multicultural industrial context such as the UAE.
