Abstract

The aim of the study is to examine how Finland implemented programming skills in its national curriculum to offer lessons for the implementation of the new National AI Curriculum introduced in the United Arab Emirates using Bernstein’s curriculum model. This chapter adopts a conceptual and comparative approach, drawing on secondary literature and policy documents, and uses Bernstein’s Curriculum Model as an analytical framework to interpret Finland’s case and extract lessons for the UAE. The findings highlight strategies to ease the transition and make the implementation process smoother for different stakeholders. By synthesizing international best practices with the UAE’s digital transformation goals, the chapter provides actionable recommendations for policymakers, curriculum designers, and educators seeking to bridge the gap between technological innovation and classroom practice. This chapter contributes to the global discourse on AI literacy in education by presenting the UAE as a case study of policy-driven innovation in a rapidly transforming educational landscape.
